Job Description

The Team Leader is responsible for designing projects, and supervision of outage management strategies, construction of new High Voltage Transmission and Substation Systems, for voltage level of 110kV and above.

 

This is a 2-year project for the implementation of Energy Supply Improvement Investment Program in Afghanistan.

 

Key responsibilities:

  • Responsible for overall management of the assigned program
  • Ensure that Da Afghanistan Breshna Sherkat (DABS) requirements in the contract have been duly accounted for
  • Design and implement a Project Performance Management System
  • Responsible for liaison with DABS/Program Management Office
  • Develop a comprehensive project work program and implementation schedule for supervision consultancy works
  • Ensure that the Notice to commence has been issued to new projects
  • Set appropriate performance and service standards and develop appropriate KPIs at the corporate and departmental levels to track key performance areas
  • Oversee the assignment and the consultant team, and act as the team's point of contact with DABS
  • Prepare and implement the Consultant Security Plan
  • Coordinate with other ADB-assisted consultants working with DABS to align and manage the progress of works
  • Ensure adherence to corporate governance codes and standards
  • Monitor overall projects progress against plan, report on progress, and propose remedial measures as necessary
  • Deliver presentations at meetings with or on behalf of DABS regarding progress of Projects
  • Lead the preparation of inception, interim, draft, final and other reports as requested by the Government
  • Advise the executing agency (EA) on all matters concerning implementation of the Contracts including quality control, work progress, implementation issues, and arbitration or litigation etc.
  • Performs other responsibilities associated with this position as may be appropriate.

 

Qualifications to be successful in the role:

  • Bachelor’s degree in Engineering with master’s degree in Project Management, Construction Management
  • At least 10 years of relevant experience in power sector in general and a specific experience in construction supervision and managing of high voltage transmission lines and substations projects
  • With experience in managing multidisciplinary and multinational teams
  • Experienced in developing countries work is desirable
  • Advanced written and verbal communication skills
