Job Description

The Project Manager is responsible for two (2) design projects, and supervision of outage management strategies, construction of new High Voltage Transmission and Substation Systems, for voltage level of 110kV and above.


This is a 2-year project for the implementation of Energy Supply Improvement Investment Program in Afghanistan.


Key responsibilities:

  • Overall management of the project works & team in collaboration with counterparts at Da Afghanistan Breshna Sherkat (DABS), including the Project Supervisors, Social Safeguards Officer, Site Engineers/Inspectors and other consultants, particularly with setting up and administering Project Works and Arrangements
  • Ensure that all obligations under the project contracts are fulfilled to the required quality and timeframe
  • Responsible for achieving the highest possible ratings against the performance criteria set out in the projects contract.
  • Consolidate and present projects progress reports; and over-sighting the preparation of other Technical Reports
  • Certify volume of works completed and issue of monthly and final payment certificates
  • Develop comprehensive project work program and implementation schedule
  • Monitor project progress against plan, report on progress, and propose remedial measures as necessary
  • Develop and maintain projects quality assurance plan, monitor and ensure contractor’s designs and works are executed in line with the plan and projects requirements
  • Review and validate progress reports of the projects, identify key technical challenges and risks, and prepare remedial measures
  • Supervise tests on completion, pre-commissioning and commissioning procedures; provide commissioning assistance; and monitor rectification of detail and outstanding works for issue of taking-over certificate
  • Approve the security and safety plan and ensure proper implementation of the plan
  • Update, if necessary, and assist the executing agency (EA) in implementing the approved Project Land Acquisition and Resettlement Plan
  • Ensure that the Contractor is granted possession of site in accordance with the agreed programs or otherwise providing advance notice to the EA of possible delays due to lack of possession
  • Monitor the Contractor’s laboratory testing and carrying out Independent testing as required
  • Assess and, where appropriate, make recommendations on applications for extension of time, claims for additional payment and other contractual disputes to DABS DPMO for issuing site instructions, variation orders, provisional sum orders and day works orders, as appropriate
  • Check and approve the Contractor’s working and “as built” drawings
  • Ensure that the construction methods as proposed by the Contractor comply with the requirements of the approved Environment Management Plan (EMP), including implementation of the Environmental Monitoring Plan
  • Performs other responsibilities associated with this position as may be appropriate.


Qualifications to be successful in the role:

  • Bachelor’s degree in Engineering preferably in electrical engineering
  • Minimum of 8 years of experience in the similar field of work
  • With experience in managing multidisciplinary and multinational teams
  • Proven track record of successfully completing assignments of a similar nature including hands-on experience in maintaining records, advising with the day-to-day coordination of work, supervising and certifying construction in accordance with contract conditions, preparing various project reports, and coordinating the review and update of designs and cost estimates as required
  • Experienced in developing countries work is desirable
  • Stationed at DABS headquarters and perform site visits when necessary
  • Advanced written and verbal communication skills
